Twelve years after the Startup Act was enacted, in December 2024 the new ScaleupAct was approved, a project strongly supported by Minister Urso that rewrites the scope of action and defines the rules and conditions, in line with the most mature international practices, that startups must meet in order to be supported. The objectives of the new ScaleupAct include: improving the competitiveness of the country system, facilitating institutional investments in start-ups, attracting foreign capital, becoming the leading country in Europe for investments in innovation, promoting scalability to make young companies globally competitive, reducing the gap between Europe and other major powers. This is the first European case of application of the indications of the Draghi Report.
